The strikes hit sites located approximately 300 and 700 kilometers from Ukraine, respectively, and were later confirmed by President Volodymyr Zelenskyy.

In a statement published on Constitution Day, Zelenskyy said Ukrainian forces had successfully hit the Slavyansk oil refinery in Krasnodar region, approximately 300 kilometers from the front line, as well as an oil refinery in Russia’s Yaroslavl region, around 700 kilometers from Ukraine’s border.

According to Zelenskyy, “Constitution Day of Ukraine began very accurately for our warriors. Tonight, our long-range sanctions reached two oil refineries in Russia.”

He added that Ukraine would continue operations aimed at reducing Russia’s ability to wage war.

“We continue our operations that weaken Russia’s ability to wage this war. Every one of our long-range sanctions reduces the resources fueling Russia’s war machine and brings another step toward peace. We will continue responding to Russian terror,” Zelenskyy said.

Russian regional authorities also acknowledged overnight drone attacks.

Krasnodar region Governor Veniamin Kondratyev reported a fire at the Slavyansk refinery in Slavyansk-on-Kuban, along with damage to a power transmission line and a gas pipeline.

The Slavyansk ECO refinery is an independent oil processing facility with a design capacity of up to 5.2 million tonnes of crude oil annually. The plant processed approximately 4.19 million tonnes of crude in 2023 and is one of the key refining assets in southern Russia focused on export production.

Authorities in Russia’s Yaroslavl region also confirmed a drone attack overnight. Governor Mikhail Yevrayev said traffic on the highway leading from Yaroslavl toward Moscow was temporarily restricted. Russian Telegram channels claimed the Yaroslavl oil refinery was among the targets, although local authorities did not officially identify the facility.

The strike comes amid a 40-day strategic operation approved by President Volodymyr Zelenskyy and carried out by the Security Service of Ukraine to increase pressure on Russia to end its war. The campaign focuses on sustained long-range strikes against military, defense-industrial, logistics, and energy infrastructure supporting Russia’s war effort.
