Ukraine Launches CORPUS: A New Multinational Defense Procurement Coalition

Ukraine’s Defense Procurement Agency (DOT) has launched a multinational procurement coalition named CORPUS, Hromadske reported on April 30.

The alliance includes procurement agencies from Finland, Italy, Norway, Sweden, and the United Kingdom. Representatives from these nations signed a memorandum of cooperation in Kyiv.

The initial goal of the CORPUS coalition is to foster cooperation, exchange information, and improve coordination between partner agencies. Arsen Zhumadilov, the director of DOT, stated that the partnership aims to build mutual trust and coordination mechanisms, which may later evolve into “tighter formats of interaction,” such as joint procurement and shared data on specific suppliers and market conditions, according to Hromadske correspondent.

The coalition also opens the door for potential Ukrainian arms exports, a topic recently mentioned by Ukrainian President Volodymyr Zelenskyy. While the framework for exports is currently under discussion, Zhumadilov noted that the CORPUS format could eventually facilitate more rapid interaction with partners regarding potential exports of Ukrainian-made weapons.

For Ukraine, this initiative offers a platform to scale up the expertise gained in supplying a military during high-intensity warfare. For international partners, the coalition provides access to practical, battle-tested solutions that are already functioning under real-world conditions. While five nations have officially joined the coalition at its launch, the DOT emphasized that the door remains open for other partner countries to participate, Hromadske wrote.

This multinational framework builds on existing bilateral efforts between Kyiv and CORPUS member states. For instance, during a previous visit to Kyiv, Norwegian Foreign Minister Espen Barth Eide announced plans to expand cooperation with Ukrainian defense manufacturers.

A key goal is to integrate Ukrainian-made interceptors into Norwegian NASAMS systems. This will allow for the mass production of cheaper missiles to offset the limited supply of expensive Western weapons. Alongside this industrial cooperation, Norway also unveiled a $400 million aid package, dividing the funds equally between winter energy repairs and direct support for Ukraine’s state budget.
