Rubio Outlines Conditions for US Return to Ukraine Peace Talks

US Secretary of State Marco Rubio stated on May 22, that peace negotiations regarding Ukraine are currently suspended, though Washington remains ready to resume its mediating role if future discussions prove constructive.

Speaking to journalists in Sweden, Rubio acknowledged that previous US-mediated talks between Ukraine and Russia had not yielded results, according to European Pravda.

He firmly denied rumors suggesting that the United States has been pressuring Ukraine into specific positions, emphasizing that Washington is prepared to step back in only if a productive framework is established.

"Despite the false leaks, despite the narratives that we are forcing the Ukrainians to take this or that position, which is not true, if we see an opportunity to organize talks that will be productive rather than counterproductive, and which have a chance to be fruitful, we are ready to play that role," the Secretary of State said.

According to Rubio, no such negotiations are currently taking place. However, he expressed hope for a shift in the situation, noting that Russia’s full-scale invasion of Ukraine can only reach a conclusion through a negotiated settlement rather than a traditional military victory by either side.

Rubio noted that the United States appears to be the only global actor currently positioned to manage the settlement process between Ukraine and Russia, though he added that Washington does not claim an exclusive monopoly on the effort.

"If someone else wants to do it, let them do it," Rubio stated. He reaffirmed that while the US is willing to assist when an opportunity for constructive dialogue arises, Washington has no desire to engage in an endless cycle of meetings that produce no tangible outcomes.

The current diplomatic pause follows a shift in regional dynamics. Trilateral negotiations involving Ukraine, the United States, and Russia ground to a halt following the outbreak of the war between the US, Israel, and Iran in late February 2026.

Despite the suspension of the trilateral format, both Ukraine and Russia have maintained separate bilateral communication channels with Washington.

During his travel to China on May 14, 2026, US Secretary of State Marco Rubio stated that Ukraine had built the strongest and most capable military force in Europe.

He highlighted that Ukrainian forces had gained invaluable battlefield experience while Russia continued to suffer massive losses, losing an estimated 15,000 to 20,000 soldiers killed per month.

Rubio also noted that the momentum for peace negotiations had slowed over the preceding months, as Ukraine’s confidence grew after surviving the winter and Russia gained optimism from rising oil prices, though he expressed hope that both sides would eventually return to the table.
