Ukraine Moves Closer to EU Common Foreign Policy With Cluster 6 Endorsement

The European Union’s Permanent Representatives Committee (COREPER) has endorsed the opening of Cluster 6 “External Relations” in Ukraine’s EU accession negotiations. As was written by Taras Kachka, Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration, in a post on X on July 10.
The ambassadorial approval sets the stage for an expansion of Ukraine’s integration into the bloc’s diplomatic and security frameworks. In his post, Kachka welcomed the diplomatic progress, characterizing it as a major milestone for the country’s integration objectives.

“Today’s COREPER decision to endorse the opening of Cluster 6 ‘External Relations’ is another important step in our accession negotiations,” Kachka wrote, while expressing gratitude to international partners for moving forward the agenda of the enlargement process.
The “External Relations” cluster covers essential cooperative tracks, including joint security and defense policy, international trade, humanitarian assistance, and development cooperation. According to Kachka, these policy chapters are vital for anchoring the nation’s strategic position under current global realities.
He emphasized that “Cluster 6 is particularly important in today’s global security environment,” noting that the alignment of these sectors is “bringing Ukraine closer to the EU’s Common Foreign and Security Policy.”

With the preliminary ambassadorial position finalized, the accession process now shifts toward a definitive political mandate from EU member states. Kachka concluded by outlining the next procedural timeline for the negotiations, stating that Ukrainian officials “now look forward to the formal decision at the IGC on 14 July.”
The upcoming Intergovernmental Conference is expected to officially codify the opening of the cluster, landing Kyiv’s long-term foreign policy alignment within the European Union’s institutional structure.
The advancement follows an agreement reached during Ireland’s presidency of the Council of the EU, where member states approved the next integration steps for Ukraine and Moldova.
Both nations were formally invited to submit their negotiating positions for the “external relations” cluster, clearing the path for a formal Intergovernmental Conference scheduled for July 14 to officially unlock the next phase of accession talks.
