Ukraine to Receive €3.2 Billion Budget Tranche as EU Resolves Drone Procurement Logistics

The European Union has restructured the first disbursement of its €90 billion ($102.6 billion) macro-financial loan package to Ukraine, replacing a planned €5.9 billion ($6.73 billion) defense allocation with €3.2 billion ($3.65 billion) in direct budget support, Euractiv reported on June 24.
The adjusted payout is scheduled to take place on June 25 during the Ukraine Recovery Conference in the Polish city of Gdansk. Three EU officials confirmed to the publication that the modified sum represents the opening tranche of a broader €30 billion ($34.2 billion) envelope earmarked for macro-financial assistance throughout 2026 and 2027. The remaining €60 billion ($68.4 billion) of the loan package is designated to reinforce Ukraine’s long-term military defense initiatives.

While the European External Action Service (EEAS) and the European Commission previously indicated that the inaugural payout would total €5.9 billion ($6.73 billion) to expedite drone procurement, technical oversight requirements prompted an immediate shift in strategy. Euractiv noted that the modification stems from rigorous compliance protocols, as EU authorities must ensure they can comprehensively monitor exactly how military capital is distributed and spent.
European officials noted that a separate, second disbursement dedicated entirely to Kyiv’s urgent defense requirements will be announced in the coming days once those oversight mechanisms are finalized.

To utilize the defense-oriented portions of the loan, Kyiv must share an active assessment of its military requirements with the European Commission, which prioritizes weapons manufactured within EU member states. However, special derogations allow Ukraine to acquire defense assets from non-EU nations if domestic options are unavailable, with subsequent assistance packages currently being prepared for ammunition, air defense systems, and unmanned aerial vehicles, Euractiv wrote.
The restructuring of the financial package follows the domestic legislative ratification of the overarching credit agreement and memorandum of understanding, which established the legal framework for the multi-billion-euro loan.
Passed with overwhelming parliamentary support, the enabling legislation authorized the international assistance program subject to specific governance and regulatory requirements. The legislative approval served as a critical prerequisite, clearing the way for international partners to finalize the necessary legal mechanisms to initiate the funding pipeline.
