$5B PURL Initiative to Channel Military Aid Into Ukraine’s Air Defense by Year-End

By the end of the year, Ukraine will receive military equipment worth approximately $5 billion from US stockpiles through the PURL (The Prioritized Ukraine Requirements List) initiative. This includes air defense systems, ammunition, and critical spare parts, NATO Deputy Secretary General Radmila Shekerinska confirmed in an interview with Suspilne on December 12.
Shekerinska emphasized that PURL addresses Ukraine’s most urgent needs, particularly in air defense.

“The lion’s share of air defense systems is delivered to Ukraine through PURL–it’s literally a matter of life and death,” she said. According to Shekerinska, the logistics operation runs around the clock via hubs in Poland and Romania, with funding from European allies and Canada. Australia and New Zealand have also joined the initiative.

Despite significant deliveries, Shekerinska noted that Ukraine “always needs more air defense,” and NATO defense industries are ramping up production to address this ongoing demand.
Previously, it was reported that, as Ukraine braced for another year of war, Ukrainian President Volodymyr Zelenskyy was urging international partners—especially the United States—to maintain robust military support through the PURL program, UNITED24 Media reported.
Speaking to journalist, while traveling from London to Brussels, Zelenskyy highlighted the program’s critical role in supplying advanced American weapons—particularly air defense systems that European allies are unable to provide.
