France and Poland Unveil Strategic Satellite Pact and Nuclear Deterrence Talks at Gdansk Summit

French President Emmanuel Macron and Polish Prime Minister Donald Tusk met in Gdansk to deepen defense ties, marking their first face-to-face summit since signing a friendship treaty last May, France24 reported on April 20.
The talks arrive at a critical juncture as Europe bolsters its defense capabilities in response to the Russian full-scale invasion of Ukraine and shifting US commitments under President Donald Trump.

“We have very similar views on how to build Europe’s strength, the sovereignty of Poland, of France, and of Europe,” Tusk stated ahead of the visit.
Central to these discussions is the unprecedented possibility of Poland participating in France’s nuclear deterrent strategy. While Paris stressed it would retain absolute control over any decision to deploy the arsenal, officials from both nations indicated that Polish forces could actively contribute to early warning and air defense systems.
The two leaders are also expanding their technological alliance. According to Macron’s office, France and Poland will launch a joint military communications satellite project that will incorporate other European operators.
However, France24 wrote, Macron’s push for a “European preference” in military procurement remains a friction point. The initiative has caused unease among Eastern European nations like Poland, which maintain deep-rooted security ties with Washington. Warsaw has massively modernized its armed forces, boasting a defense budget projected to surpass 4.8 percent of its GDP in 2026, the highest in NATO.

Despite Macron’s calls for European hardware, a European diplomat, cited by France24, noted that Poland has recently placed colossal orders for American-made F-35 fighter jets, Apache attack helicopters, Patriot missile systems, and Abrams tanks.
Domestic politics also complicate Warsaw’s defense strategy. Tusk’s pro-European government, which took power following a 2023 electoral victory, faces stiff opposition from nationalist President Karol Nawrocki. Nawrocki has notably opposed Poland’s participation in the EU’s Security Action For Europe (SAFE) program, arguing it threatens Polish independence, despite the tens of billions of euros it would inject into the national defense budget.
While Tusk reaffirmed that Polish-American relations remain crucial, he acknowledged the friction caused by Trump’s rhetoric and recent foreign policy moves, including the war with Iran. “Washington’s strategy has indeed changed toward Europeans,” the Prime Minister admitted during a press conference, France24 reported.

Beyond bilateral defense, the summit celebrated the changing political landscape within the EU. Macron and Tusk used the occasion to welcome Hungary back into the pro-European fold following the recent electoral defeat of Viktor Orbán, who had long positioned himself as the leader of the bloc’s illiberal faction.
France24 notes that the choice of Gdansk for the summit carries heavy historical weight. Situated just 150 kilometers from the heavily militarized Russian exclave of Kaliningrad, the port city is renowned as the birthplace of the pro-democracy Solidarity movement that helped topple Soviet rule.
Macron began his diplomatic visit by paying respects at a nearby French military cemetery, honoring a tradition set by previous French presidents.
France and Poland’s efforts to increase European military self-reliance align with the security requirements discussed at the recent Ukraine Defense Contact Group meeting. At a Ramstein gathering, Ukrainian Defense Minister Mykhailo Fedorov outlined Ukraine’s requirement for sustained air defense and long-range weapons to deplete Russian resources.
As changing US foreign policy leads European leaders to adjust continental security strategies, the responsibility of supplying Ukraine is shifting toward EU nations. France’s focus on domestic military production and Poland’s expanded defense budget are practical steps toward meeting the long-term security requirements that Ukraine has proposed.
