France has officially made support for Ukraine a top priority in its international partnerships. This strategic direction was confirmed by the Presidential Council on International Partnerships.
As announced by the press office of the French President, the Élysée Palace released a summary of the council’s decisions on April 6.
“The current geopolitical context—marked by the return of war near our borders and heightened global tensions—underscores the importance of strong international partnerships that reflect our values and interests, and contribute to global stability,” reads the statement from the president’s office.
The statement also emphasizes that “as key partners withdraw, France, together with its European allies, will continue to assert a strong voice on the world stage.”
“Our agenda centers on the sovereignty of our country and that of our partners,” the office of President Emmanuel Macron noted.
The Presidential Council explained that France’s international partnership strategy is anchored in three pillars:
Solidarity, especially in times of crisis;
Investment, in response to the planet’s major challenges;
Alliances, blending France’s diplomatic and economic interests with those of its partners.
This strategic shift was initially launched by the Presidential Council for Development in May 2023.

According to the statement, new strategic guidelines—shaped in consultation with civil society and the business sector—will be implemented by June. A dedicated interministerial committee, led by the Prime Minister, will oversee their application across all relevant institutions and tools under France’s purview.
France’s humanitarian aid, reconstruction efforts, and macro-financial support will prioritize countries affected by crises and conflict. The government will also publish annual reports detailing its actions in these areas.
“Given the scale of support Ukraine requires—and the direct threat facing Europe—France reaffirms that Ukraine remains a priority,” Macron’s office stated.
Earlier in March, Macron outlined a series of steps aimed at strengthening Ukraine’s defense and maintaining international pressure on Russia, including a legal review of the potential role of foreign forces in supporting a ceasefire.
