Power outages were reported in Russia’s Belgorod and several nearby towns following strikes on energy infrastructure, according to Belgorod region governor Vyacheslav Gladkov on September 28.

Gladkov said there were “significant” disruptions to electricity supply. Local Telegram channels reported that after a hit on a Belgorod thermal power plant, streetlights went dark, traffic lights stopped working, and some residents were trapped in elevators. Social media users also mentioned blackouts in Stary Oskol, Shebekino, and other settlements in the region.

The governor added that two people suffered shrapnel wounds and were hospitalized.

Ukrainian Telegram channel Exilenova+ claimed unidentified drones struck a power substation in Belgorod. Local channels reported four loud explosions, and photos of smoke, allegedly from the strikes, circulated online. According to posts on public channels, the blasts were heard around 6:45 p.m.

Preliminary reports suggested that unidentified missiles hit the Belgorod thermal power plant and the “Luch” substation.

Earlier, a drone strike hit the “Elektrodetal” plant in Karachev, Bryansk region, sparking a fire that could shut down operations, according to the Russian media Astra on September 29. The plant is located in Karachev, about 113 kilometers from the Ukrainian border.
