Orban Visits Putin in Moscow for Energy Talks—and “Can Hardly Avoid” Discussing Ukraine

Hungarian Prime Minister Viktor Orban arrived to Moscow on Friday for talks with Russian leader Vladimir Putin focused on securing Hungary’s crude oil and natural gas supplies, as well as discussing possible avenues for peace in Ukraine.

The announcement about his visit was made via Facebook on November 28.

According to Reuters on November 28, despite Russia’s ongoing war against Ukraine, Orban has continued to cultivate close ties with the Kremlin, and Hungary remains heavily dependent on Russian energy even as the European Union pushes to reduce such reliance.

In a video message Orban said, “I am going to Moscow to ensure that Hungary’s energy supply is secured for the winter and next year.”

When asked whether discussions on peace in Ukraine would also take place, Orban replied, “We can hardly avoid that,” as reported by Reuters.

The previous day, speaking about the recent consultations between US and Ukrainian representatives in Geneva, Putin said there was no completed treaty text.

“There was no draft peace agreement on Ukraine—only a set of issues for discussion,” he noted, explaining that this material has since been divided into four thematic sections.

According to Azerbaijan’s APA news agency, “the Russian President noted that Moscow agrees that the list of US provisions on Ukraine could form the basis of future agreements,” while stressing that the plan still needs to be put into “diplomatic language,” as several points “sound ridiculous” in their current form. He emphasized that no “final versions” exist and that every provision will require detailed negotiations.

He also confirmed that a US delegation is expected to arrive in Moscow in the first half of next week as part of the developing negotiation process, following previous meetings held in Geneva and Abu Dhabi, adding that President Trump will determine the composition of the American team.

Earlier, EU foreign policy chief Kaja Kallas cautioned that with the Kremlin failing to achieve its objectives militarily, Vladimir Putin will likely try to secure gains through negotiations instead. Following a video conference with EU foreign ministers, Kallas underscored the need to sustain assistance to Ukraine and intensify pressure on Russia.
