Graham’s bill proposes a 500% tariff on imports from countries purchasing Russian uranium, gas, and oil, aiming to increase pressure on Russian leader Vladimir Putin.
The bill’s passage is seen as crucial for maintaining US support for Ukraine and enhancing leverage in negotiations with Russia.

Graham emphasized that the sanctions would help bring Putin to the negotiating table, asserting that Ukraine’s military support must continue to deter Russia.
While Graham advocates for swift Senate action, Thune suggested that moving the bill through the House first would expedite the process, as it involves revenue generation. Thune added that the sanctions bill is an important tool for facilitating peace talks between Russia and Ukraine.
Previously, it was reported that Russia’s flagship Urals crude has fallen to its lowest price in more than two and a half years, just days before sweeping US sanctions on Rosneft and Lukoil—the country’s two largest oil producers—come into force.
According to Argus Media data cited by Bloomberg, Urals from Novorossiysk dropped to $36.61 a barrel, the weakest level since March 2023. Similar declines were recorded at Baltic Sea ports.
