Russia’s Foreign Intelligence Service (SVR) has accused France and the United Kingdom of preparing to secretly transfer a nuclear weapon or a “dirty bomb” to Ukraine.

The claim emerges as Moscow and its allies continue to issue their own nuclear threats against the West.

According to statements distributed by Russian state news agencies TASS and RIA Novosti on February 24, the SVR alleges that London and Paris intend to supply European components, equipment, and technologies to Kyiv.

The Russian intelligence agency claims the goal is to disguise the transfer so that the “appearance of nuclear weapons in Kyiv looked like the result of the development of the Ukrainians themselves.”

RIA Novosti further cited the SVR as stating that “Western elites” are unwilling to accept defeat and want to use a “wunderwaffe” (wonder weapon). Among the specific hardware allegedly being considered for transfer is the French TN75 miniature warhead, originally designed for the M51.1 submarine-launched ballistic missile, according to the TASS report.

Neither France nor the United Kingdom has officially responded to these accusations. While Western officials have not addressed the SVR statements, experts note that whenever Russia disseminates such provocative information, it is typically a calculated move to shape the narrative or justify its own military escalations.

Recently, Belarusian leader Alexander Lukashenko confirmed the deployment of the Russian “Oreshnik” missile system in Belarus, stating, “I want them to understand that we can bang.”

The Oreshnik system has been described by Russian officials as capable of carrying a nuclear payload. Ukraine’s Air Force previously reported that Russia used the Oreshnik missile against Ukraine on two separate occasions, marking the first known combat use of the system. Ukrainian authorities stated that the missile was designed as a nuclear-capable platform, although it was reportedly used with a conventional warhead.

Moscow’s allegations come amid repeated nuclear rhetoric from Russian officials since the start of the full-scale invasion of Ukraine. Russian leaders, including Russian leader Vladimir Putin and other senior officials, have previously issued statements referencing the potential use of nuclear weapons. Western governments have described such statements as escalatory.

Earlier, according to The Moscow Times on November 6, Russian lawmaker Mikhail Sheremet proposed simulating nuclear strikes on mock-ups of the Pentagon, Big Ben, and the Eiffel Tower to “cool and halt their disconcerting nuclear zeal for many years.”

The outlet also reported that Russian leader Vladimir Putin ordered agencies to prepare options for resuming nuclear testing, with Defense Minister Andrei Belousov calling for preparations for “full-scale nuclear tests” to “begin immediately.”
