Russia Targets 82,000 Civilian Sites in Ukraine in 2023, Minister Says—Thousands Dead or Injured

Since the beginning of this year, Russian forces have carried out over 82,000 attacks on civilian infrastructure in Ukraine, including residential buildings, schools, hospitals, and energy facilities. This was stated by Ukraine’s Minister of Internal Affairs, Ihor Klymenko, during the inaugural meeting of the Coalition of Shelters for Ukraine, Ukrinform reported on November 27.

“Every day, Russia deliberately targets civilian objects. This year alone, the enemy has launched more than 82,000 attacks on our residential buildings, schools, hospitals, and critical infrastructure,” Klymenko said.
Deputy Minister of Internal Affairs Oleksiy Serhiyiv added that, over nearly four years of full-scale war, Russian forces have carried out 400,000 strikes on civilian infrastructure. According to the National Police’s investigators, the attacks have resulted in 13,669 civilian deaths and 48,503 injuries. Additionally, 200,000 homes, 4,200 educational institutions, and nearly 1,800 medical facilities have been damaged or destroyed, according to Ukrinform.
One of the most tragic events occurred on November 19, when a Russian attack on Ternopil, left six people, including a child, missing.

Klymenko emphasized that such tragedies highlight the critical importance of reliable shelter networks, which he described as the “line between life and death” for civilians. He also reiterated the government’s long-term plan to build over 10,000 new shelters by 2034, as part of a strategy for developing a civil protection infrastructure.
Previously, it was reported that Ukraine has officially recorded over 178,000 potential war crimes as negotiations continue over US President Donald Trump’s controversial peace plan and a possible amnesty for Russia.
According to the outlet, Ukrainian prosecutor Vitalii Dovhal told CBS’s 60 Minutes that Ukraine is investigating more than 178,000 alleged war crimes committed by Russian forces.
