On February 11, Russian forces struck a vehicle belonging to the acting head of the village of Oskil, Serhii Nikorych, as he was delivering bread to residents of the Pisko-Radkivka district, in Kharkiv region.

The incident was reported by the Association of Frontline Cities and Communities via Telegram.

According to the Association, the vehicle was completely destroyed in the attack. “The vehicle burned to the ground. Fortunately, Serhii Mykolaiovych survived but was injured,” the statement said.

Oleksandr Tertyshnyi, head of the Borova rural military administration, said Nikorych had served as the sole connection to basic services for civilians living on the left bank of the Oskil River.

“He was driving his van when an enemy drone struck it at the crossing. The vehicle burned completely. He is now in hospital with a head injury, likely a blast injury. He regularly collected mail for people, transported parcels and money, and delivered pensions, because almost nothing reaches the left bank,” Tertyshnyi said.

The Association emphasized that the strike was deliberate and described it as another war crime committed by Russia against Ukrainian civilians.

At the same time, Russian troops also targeted a humanitarian convoy in the Kherson region, striking trucks operated by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

The attack took place in the Bilozerka community, where vehicles clearly marked with UN insignia were hit by drone and artillery fire. Prokudin said the convoy was transporting aid to civilians and posed no military threat.

“Russia once again showed its true, repulsive face by attacking a humanitarian mission,” he said. “Four white vehicles with markings were not military equipment—they were carrying aid for civilians.”

Regional authorities reported that one truck was destroyed by fire and another was badly damaged, while two vehicles managed to leave the area. “It is a miracle that no one was injured,” Prokudin added.

Earlier, Russian troops used FPV drones to strike a civilian evacuation vehicle near Kostiantynivka in Ukraine’s Donetsk region on the morning of April 20, despite having announced an “Easter truce.”

The vehicle was operated by the Proliska humanitarian mission. Several people were wounded in the attack.
