President Trump’s peace plan for Ukraine includes a NATO-style security guarantee that would commit the US and key European allies to treat any new large-scale Russian attack across an agreed armistice line as an attack on the broader “transatlantic community,” in exchange for major territorial and military concessions from Kyiv, according to Axios on November 21.

Axios reported that the proposal centers on a 28-point plan presented in Kyiv by US Army Secretary Dan Driscoll to Ukraine President Volodymyr Zelenskyy, pledging “reliable security guarantees” and an Article 5-style framework allowing the US president, after consulting Ukraine, NATO and European partners, to respond with military, economic or diplomatic measures.

NATO allies have affirmed that Ukraine’s security is integral to European stability, with a Joint Monitoring Commission led by European partners and including the US overseeing compliance during an initial 10-year term that could be renewed.

The draft envisions signature lines for Ukraine, the US, the European Union, NATO, and Russia; a senior White House official stated that Moscow had been briefed on the proposal, although it remains unclear whether Vladimir Putin’s signature will ultimately be required.

The broader plan would set up:

  • A demilitarized zone in the east of Ukraine;

  • Give Russia full control of the Donbas region;

  • Mostly freeze current lines in Kherson and Zaporizhzhia;

  • Bar NATO troops from Ukrainian soil, and cap Ukraine’s armed forces at 600,000;

  • Paving Russia’s reintegration into the international community through sanctions relief and war crimes amnesty.

Axios reported that a senior White House official and another source with direct knowledge confirmed the draft’s authenticity, with the official describing the security guarantee as a “big win” for Zelenskyy and Ukraine’s long-term security, while noting that consultations with European partners could still alter the text.

Trump’s envoy Steve Witkoff discussed the plan with Zelenskyy’s security chief before delivering it in writing. While the pledge of collective defense may draw criticism from Trump’s America First allies, officials argue it would deter future Russian aggression.

Earlier, it was reported that Trump had approved a confidential 28-point framework aimed at restarting peace talks between Ukraine and Russia, with Ukraine provided only a general outline while key terms were still under discussion.
