Ukraine Charges Russian General for Missile Strike on Okhmatdyt Children’s Hospital

Ukraine has officially brought war crime charges against the Russian general responsible for the missile strike on the Okhmatdyt children’s hospital.

The SBU and the Prosecutor General’s Office served a notice of suspicion in absentia to Russian Major General Sergei Kuvaldin. According to investigators, Kuvaldin directly ordered the July 8, 2024 attack on the National Children's Specialized Hospital in Kyiv.
The medical facility was targeted with a Kh-101 strategic cruise missile launched from a Russian Tu-95MS bomber. The strike killed two civilians, injured dozens of others, and caused massive destruction to the hospital's buildings and high-tech, life-saving equipment.
At the time of the attack, Kuvaldin was serving as the First Deputy Commander and Chief of Staff of Russia’s Long-Range Aviation. Shortly after executing the strike on the children's hospital, the Russian government rewarded him with a promotion, officially appointing him as the Commander of Long-Range Aviation.

Kuvaldin has been charged under Article 438 of Ukraine's Criminal Code for war crimes resulting in the loss of human life. Because he remains on Russian territory, Ukrainian authorities are currently taking comprehensive measures to ensure he is eventually brought to justice.
But Kuvaldin did not execute this attack alone—Ukraine’s Defense Intelligence has also exposed the officers who armed the bombers. Intelligence officials identified Major Denis Sheynov as a key figure responsible for the logistical execution of the strike.
Sheynov serves as the chief of the special engineering service for Russia’s 121st Heavy Bomber Aviation Brigade. Investigators established that he was directly in charge of the technical preparation of the Kh-101 cruise missiles before they were deployed by strategic aviation forces to hit civilian infrastructure.

Born in Saratov in 1978 and a graduate of the local Higher Military Engineering Command School of the Missile Forces, Sheynov has a history of participating in Moscow’s military operations. He previously deployed to Syria in 2018, where he carried out undisclosed “special assignments.”
Earlier, medical professionals at Kyiv's Okhmatdyt Children's Hospital have successfully saved the life of a nine-month-old infant from Moldova following a critical medical emergency.
