Ukraine’s General Staff said the country’s Armed Forces had used US-supplied ATACMS long-range ballistic missiles to carry out a precise strike on military targets inside Russia, according to Reuters on November 18.
In a statement later published by Ukraine’s General Staff, the military said it had “successfully used ATACMS tactical missile systems for a precise strike on military targets inside Russian territory” and described the operation as “a significant development that underscores Ukraine’s unwavering commitment to its sovereignty.”
The statement added that, despite continued Russian offensive pressure, Ukrainians “remain resilient, demonstrating determination and consistent resolve in defending their homeland,” and said that the use of long-range strike capabilities, including systems such as ATACMS, “will continue.”

The strike is the first publicly acknowledged use of ATACMS by Ukraine against targets on Russian territory since Washington lifted geographic restrictions on the employment of the US-supplied missiles, after initially limiting them to use within Ukraine.
Ukrainian defense outlet Militarnyi reported that the missiles were used against sites in Russia’s Voronezh region, citing open-source indications of activity in the area, while Ukrainian officials stressed that only military objectives were targeted.

ATACMS, which can be fired from launchers such as HIMARS, are ground-launched ballistic missiles with a range of approximately 300 kilometers, enabling strikes on airfields, logistics hubs, and other high-value infrastructure far from the front line.
Earlier, it was reported that the Trump administration quietly removed a key restriction on Ukraine’s use of Western-supplied long-range missiles for strikes inside Russia, even as the president publicly rejected claims that Washington had approved such operations.
