Ukraine Partners with UK to Launch First-of-Its-Kind Rooftop Solar Project

On June 23, Ukrainian private energy leader DTEK and UK-based clean tech company Octopus Energy Group announced the launch of RISE—a new initiative to install rooftop solar power systems and battery storage for Ukrainian businesses and public institutions.
The partnership was unveiled at the Octopus Energy Tech Summit in London. The RISE program — Resilient Independent Solar Energy—combines DTEK’s experience in implementing energy efficiency projects with Kraken, Octopus Energy’s AI-powered operating system. The goal is to enhance Ukraine’s energy resilience.
This will be the first program of its kind in Ukraine. RISE aims to raise $115 million to fund 100 localized energy projects over the next three years, supporting the stabilization of the national power system and helping shield consumers from outages and price volatility.
Installations will be carried out by D.Solutions, operating under the YASNO brand—a DTEK division focused on energy supply and energy efficiency solutions.
DTEK CEO Maksym Timchenko described the program as a critical step in rebuilding Ukraine’s damaged energy sector:
“Roughly 70% of our thermal generation capacity has been damaged, destroyed, or occupied since the invasion began,” Timchenko noted. “This crisis brings an urgent need for recovery—but also a rare opportunity to leap forward into a more resilient, renewable future.”

He added that the partnership with Octopus unites two industry leaders in a “shared vision for a decentralized, green energy system,” one that will empower communities and businesses to regain control over their power supply.
The initiative will rely heavily on Kraken, Octopus Energy’s smart energy platform, which allows users to monitor and optimize their electricity use in real time. Systems installed under RISE will enable customers to reduce peak-time demand, improve energy self-sufficiency, and sell surplus electricity back into the grid.
For Octopus Energy founder and CEO Greg Jackson, the collaboration is not only technical but symbolic.
“Ukraine—and especially DTEK—has shown extraordinary resilience in the face of energy system devastation,” he said. “They’re rebuilding smarter, with decentralized systems powered by renewables. That’s exactly where Kraken can have the biggest impact — enabling flexibility, efficiency, and long-term sustainability,” Jackson stated.
Previously, it was reported that Ukraine is rolling out a large-scale initiative to make schools energy-independent, enabling them to function for up to 12 hours without electricity. The project comes in response to ongoing Russian attacks on the country’s energy infrastructure.
