Zelenskyy Proposes 50-50 US–Ukraine Management of Zaporizhzhia Nuclear Plant in New Peace Plan

At a meeting with journalists, Ukrainian President Volodymyr Zelenskyy presented Ukraine’s 20-point peace plan, calling the Russian-occupied Zaporizhzhia Nuclear Power Plant one of its most difficult elements and saying no compromise has yet been reached with the US side.

During the conference, Zelenskyy mentioned a US proposal under which the plant would be operated jointly by Ukraine, the United States, and Russia, with each holding a 33% share and the US acting as the chief manager.

Zelenskyy said such a structure would be unacceptable for Kyiv, arguing that joint operation with Russia would be unrealistic after the seizure of the facility and the full-scale invasion.

“Clearly, for Ukraine this sounds very inappropriate and not entirely realistic,” he said, adding: “How can there be joint commercial activity with the Russians after everything that has happened?”

As an alternative, Zelenskyy said Ukraine is proposing a US–Ukraine joint enterprise on a 50–50 basis, with half of the electricity produced allocated to Ukraine and the remaining share distributed at the discretion of the United States.

He stated the debate is complicated by Russia’s view that it will operate the plant regardless, and by the scale of restoration required for any restart, including rebuilding the destroyed dam and restoring the plant itself, alongside demilitarizing the area around the site.

Zelenskyy said Ukraine believes Russian troops would need to withdraw from Enerhodar if Ukraine has a stake in the facility.

Earlier, it was reported that Zelenskyy said a US idea for involvement at the Zaporizhzhia plant hinges on demilitarizing the area and enabling Ukraine’s access while maintaining that the facility remains Ukrainian property.
