Crimea Imposes Rolling Power Limits And Emergency Restrictions Following Ukrainian Strikes

Fuel sales at gas stations in Russia-occupied Crimea were completely stopped on June 21, with authorities suspending all forms of distribution, including cash payments, non-cash transactions, and fuel coupons, according to Russian-installed head of Crimea Sergey Aksyonov.
He said the measure will apply to both individuals and legal entities. Under the decision, fuel will only be supplied to state services responsible for ensuring the peninsula’s “life support and security.”

Meanwhile, the Russian-installed occupation administration in Sevastopol has introduced additional emergency measures, including a temporary ban on fuel sales, restrictions on business operations and public transport, and the cancellation of all outdoor public events.
According to Russian-appointed governor of Sevastopol, Mikhail Razvozhayev on June 2, fuel sales to the public will be suspended on June 22 and 23 in an effort to conserve fuel reserves. During this period, fuel will be supplied exclusively to vehicles operated by emergency services responsible for maintaining critical infrastructure and essential city functions.

The occupation authorities also announced changes to public transportation. Ferry services will be suspended, while passenger boats will continue operating. Street lighting will remain switched off, and temporary power outages may be introduced due to increased pressure on electricity networks outside the city.
Large retail facilities, including shopping malls, supermarkets, and hypermarkets, will operate from 7:00 am to 8:00 pm. Smaller shops, kiosks, and pharmacies will determine their own operating hours, while restaurants and other food service establishments will be permitted to operate between 8:00 am and 8:00 pm.
In addition, all outdoor public events have been canceled from June 22 until further notice, as Razvozhayev reported.

The emergency measures in Sevastopol come amid broader fuel shortages and sales restrictions reported across Russia and temporarily occupied territories. According to Russian outlet Agentstvo, major fuel retailers operating roughly one-quarter of the country’s gas stations have introduced limits on gasoline and diesel sales following Ukraine’s sustained strikes on Russian oil refineries.
According to the publication’s analysis, fuel sale restrictions of varying degrees have been introduced in more than 70 Russian regions.
The situation is reportedly most acute in Russian-occupied areas of Ukraine, where fuel supply chains have been severely disrupted.

The outlet reported that gas stations in the Russian-occupied part of the Donetsk region are operating only a few hours each day due to depleted reserves. Meanwhile, in temporarily occupied parts of the Luhansk, Zaporizhzhia, and Kherson regions, authorities have reportedly imposed a limit of 20 liters of fuel per customer.
Since the beginning of the year, Ukrainian defense forces have struck more than 15 oil refineries across Russia, significantly weakening the country’s fuel production capacity.
Ukrainian President Volodymyr Zelenskyy has stated that these long-range operations have disabled close to 40% of Russia’s primary oil refining capacity as of May.
