Kyiv Prepares Emergency Food and Water Supplies Ahead of Russian Winter Attacks

The Kyiv City Administration is stockpiling essential food and drinking water reserves to prepare for potential prolonged power outages and other emergencies ahead of the 2026–2027 autumn-winter period, the Kyiv City State Administration (KCSA) reported on September 7.
The initiative is primarily designed to ensure immediate assistance for low-income residents and individuals facing difficult life circumstances if the capital’s energy system is compromised.

The city’s preparations follow severe utility disruptions during the previous winter, when Russian strikes on critical energy infrastructure repeatedly left large parts of the capital without electricity, water, or heating.
Attacks on power substations in January 2026 plunged over one million Kyiv residents into darkness in subzero temperatures, leaving thousands of apartment buildings without heat and forcing the city to heavily rely on emergency response measures.
Accumulated supplies will serve multiple critical functions across the city during severe crises, according to Oleh Kuyavskyi, Deputy Head of the Kyiv City State Administration.
In addition to supporting vulnerable populations, the reserves will be deployed to supply Points of Invincibility during extended blackouts, aid victims of emergencies, and sustain emergency rescue crews engaged in urgent response operations, the Kyiv City State Administration reported.
“The capital’s food security is not only the availability of necessary reserves, but also a clear system for their distribution and delivery to those who need help the most,” Kuyavskyi stated. “We are preparing in advance for possible challenges of the autumn-winter period, strengthening reserves, and continuing to hold food fairs in all districts of the city.”
Supported by charitable and public organizations, the city currently maintains the logistical capacity to provide hot meals for up to 25,000 people, according to the Kyiv City State Administration.
To further strengthen these capabilities, the KCSA’s Department of Industry and Entrepreneurship Development plans to purchase an additional 20,000 emergency food kits, as confirmed by the Kyiv City State Administration.
The city’s emergency preparations are being coordinated through the Kyiv Humanitarian Headquarters, an entity established in February 2022 to unify the efforts of KCSA departments, district administrations, municipal enterprises, charities, and donors. According to the Kyiv City State Administration, this centralized headquarters manages accounting and resource distribution, ensuring the rapid deployment of aid if the security situation deteriorates.
“Thanks to our joint work, the city can quickly respond to emergency situations and provide assistance to low-income Kyiv residents,” Kuyavskyi noted, emphasizing that the situation in Kyiv’s consumer market “remains controlled and predictable.”
The stockpiling measures coincide with continued Russian strikes across the region. Recent Russian attacks on the Kyiv region and Odesa injured 19 people, including three children. According to the Kyiv Regional Military Administration, strikes on the Boryspil and Obukhiv districts wounded two civilians and damaged warehouses, administrative buildings, and private property.
