New Trump 2027 Budget Proposal Excludes Ukraine Military Aid

The Trump administration has excluded funding for the Ukraine Security Assistance Initiative (USAI) from its 2027 defense budget request.

This development surfaced during a Senate Armed Services Committee hearing on April 30, where Pentagon officials confirmed the absence of the program in the upcoming fiscal plan.

When asked by senators if the budget request contains no funds for USAI, Acting Pentagon Comptroller Jules Hurst stated, "Yes, that is correct. There is no USAI funding in this budget."

Despite the exclusion of Ukraine-specific military aid, the administration is requesting a record $1.5 trillion for total defense spending. This figure represents a 50% increase over current spending levels.

The budget proposal now moves to Congress, which holds the authority to amend the document. A final version of the budget is expected by October 1, the start of the new fiscal year.

According to Unian, the USAI program has been a primary framework for supporting Kyiv since 2016. Unlike other mechanisms, it allows the Department of Defense to contract directly with manufacturers to produce new equipment and weapons specifically for the Ukrainian military.

US military support for Ukraine grew steadily following 2014. After Russia’s full-scale invasion of Ukraine, total assistance across various programs surpassed $60 billion.

Since the 2025 change of administration, the authorization of new aid packages has largely stopped, with deliveries limited to funds previously approved under the Biden administration. In the 2025 and 2026 budgets, negotiations resulted in the inclusion of smaller amounts totaling several hundred million dollars.

While the Trump administration proposed excluding Ukraine from the 2027 US defense budget, other international partners moved forward with their planned financial commitments to Kyiv. On April 29, 2026, European Commissioner for Neighborhood and Enlargement Marta Kos proposed that the European Council release a tranche of approximately $3.27 billion to Ukraine.

This funding was part of the Ukraine Facility program and followed the Ukrainian government’s successful completion of specific reform milestones. Commissioner Kos stated that because Ukraine had fulfilled its commitments, the EU was moving forward with its side of the bargain. The payment was expected to be disbursed in May or early June, marking the final disbursement under the current reform package before a new set of milestones was established.
