UK PM Keir Starmer to Unveil New Russian Sanctions, $282M Ukraine Energy Deal at G7 Summit

The United Kingdom Prime Minister Keir Starmer is expected to unveil new sanctions against Russia and additional energy support for Ukraine during the G7 summit in Évian, France. This was stated by the British government press service on June 15.

The statement said the package will “directly target Russia’s illicit shadow fleet and finance networks used to circumvent western sanctions and support military procurement.”

London is also set to become the first country to impose sanctions on several liquefied natural gas (LNG) transport vessels involved in shipping sanctioned Russian LNG.

The package will raise the total number of shadow fleet and Russian LNG carriers designated under UK sanctions to more than 600 vessels.

The sanctions will also target a state-linked network involved in the covert procurement of Western technology for Russia’s armed forces, as well as several third-country suppliers assisting in the illicit movement of funds globally.

“Russia’s aggression threatens not just Ukraine, but the security of all Europe. That is why the UK is stepping up—choking off the revenues that fuel Putin’s war and powering Ukraine through the winters ahead. We will stand with Ukraine for as long as it takes and this announcement reinforces that. Putin should roll back his tanks, end his barbaric strikes, and come to the negotiating table,” Starmer said in a statement.

Alongside the sanctions package, Britain will provide support for Ukraine’s nuclear power sector over the next two years, allocating £210 million (around $282 million) through UK Export Finance. The funding will enable the UK-based company Urenco to supply enriched uranium to Ukraine’s state nuclear operator Energoatom.

The agreement was reached during a meeting between the UK Prime Minister and President Volodymyr Zelenskyy at Downing Street last week.

The financing, backed by UK Export Finance, builds on an earlier two-year agreement on nuclear fuel supplies to Ukraine.

“By securing Ukraine’s energy supply, the deal strengthens Ukraine’s resilience and ability to resist Russian attacks on its energy infrastructure, directly supporting UK and Euro-Atlantic security interests,” the statement read.

The development comes as British forces have intercepted and seized the oil tanker SMYRTOS, identified as part of Russia’s so-called shadow fleet, while it was transiting through the English Channel. The operation marks the first of its kind since the UK granted authorities expanded powers to target vessels suspected of helping Moscow bypass oil sanctions.

UK Prime Minister Keir Starmer confirmed the operation on June 14, saying British military personnel had successfully stopped the tanker. In a post on X, he wrote: “This successful operation strikes another blow against Russia and serves as a reminder to those fueling Putin’s war in Ukraine that we will not let them hide.”
