Kaja Kallas Proposes New Sanctions After Russian Strikes Hit Kyiv Region and Sloviansk

The EU’s High Representative for Foreign Affairs Kaja Kallas announced plans to propose new sanctions targeting Russia following recent strikes on Sloviansk and the Kyiv region.
Writing on social media platform X on July 24, Kallas stated that the EU will also summon Russia's ambassador in response to actions during Russia’s full-scale invasion of Ukraine.

Kallas stated that indiscriminate Russian attacks against Kyiv and other regions "lead to civilian casualties intentionally, not accidentally."
The diplomatic chief also noted a strike affecting the honorary consulate of Latvia in Sloviansk, adding that the event "highlights Moscow's total disregard for international law."
Outlining the steps to be taken by Brussels, Kallas emphasized targeted economic and diplomatic actions.
"In response to today’s strikes, we will summon the Russian ambassador, and I will propose introducing additional sanction measures regarding the Russian military-industrial complex," she said.
On July 24, 2026, a Russian missile strike on Ukraine’s Kyiv region killed 10 people and injured nearly 100 others.
The attack, which involved about six Iskander-M ballistic missiles and four Zircon hypersonic cruise missiles, targeted an undisclosed location where representatives of Ukraine’s defense industry were present.
Previously, the European Union agreed on its 21st sanctions package against Russia, marking the bloc’s largest set of restrictions in four years.
Kaja Kallas announced that the measures targeted 218 new listings, including over 100 banks and cryptocurrency operators, more than 40 shadow fleet vessels, and several oil refineries in Russia and Belarus.
Additionally, the package imposed sanctions on over 50 military-industrial entities—specifically targeting producers of long-range drones.
