According to the HUR, the primary contractor for the development and production of the 9M723 missiles is the Russian "Machine Engineering Design Bureau," with missile manufacturing taking place at the facilities of the "Votkinsk Plant." Both enterprises have long been under sanctions by most countries in the sanctions coalition, along with many other producers of Iskander missile components.

However, 13 of the 49 enterprises revealed today are not currently under sanctions by any countries in the sanctions coalition.

Among the enterprises not currently under sanctions, there is the “Morozov Plant,” which manufactures solid-propellant charges for the Iskander missile engines. Additionally, “PSB Technologies” and “Pantes” are companies that produce circuit boards for the “Comet” system, which the Russia has started installing in 9M723 missiles in place of decoy targets.

The “Serpukhov Metalist Plant” is another key producer, specializing in accelerometers for the missile’s platform-free inertial navigation system.

On April 4, Russia launched an Iskander missile at Kryvyi Rih, targeting civilian infrastructure. The strike resulted in the tragic loss of at least 18 lives, including nine children, and left over 50 people injured.

Earlier, a rare Pantsir-S1M air-defense system was seen traveling through occupied Crimea, leading to speculation that Russian forces may have removed it from its position guarding the Kerch Bridge.

There is also speculation that the system could have been equipped with one of Russia's latest hypersonic interceptor missiles.
