Ukraine Confirms Neptune Missile Strikes on Russian Energy Facilities in Bryansk and Oryol

On October 31, Ukraine’s Naval Forces confirmed precision R-360 Neptune missile strikes on energy infrastructure in Russia’s Bryansk and Oryol regions, targeting facilities that supplied power to defense industries and military units.

The attacks hit the Oryol Combined Heat and Power Plant and the Novobryansk substation, disrupting electricity to several defense enterprises and Russian forces in the area, according to the Naval Forces Command.

“These precision strikes demonstrate the Neptune’s expanding role against critical land-based targets supporting Russia’s defense complex,” the statement said, adding that the damage will “significantly complicate logistics and supply routes for Russian occupation forces.”

Ukrainian officials stressed that such operations are directed exclusively at military infrastructure and facilities sustaining Russia’s war effort.

The Neptune, initially designed as an anti-ship missile, has been adapted for precision strikes on high-value targets within Russia.

Previously, it was reported that a wave of drone attacks struck several major energy facilities deep inside Russia, including a thermal power plant in Oryol, a high-voltage substation near Vladimir, and the Slavneft-Yaroslavl oil refinery, one of the country’s largest.
