Nearly four years into Russia’s full-scale invasion of Ukraine, the situation for civilians is growing increasingly dire, even as high-profile peace negotiations dominate international attention, the United Nations’ top human rights official warned during a session of the UN Human Rights Council.

Ukrainian President Volodymyr Zelenskyy said Ukraine has moved significantly closer to securing NATO -style security guarantees and a reparations-based funding mechanism following two days of intensive talks with US and European partners in Berlin, describing the discussions as difficult but forward-moving.

When the US made major peace proposals in 2025, Ukraine backed every single one, signaling a willingness to engage on both ceasefires and long-term agreements. Russia rejected them all.
