Ukraine Targets Russia’s FSB Base and Destroys Pantsir Air Defense System in Occupied Territory

Ukrainian forces from the Security Service of Ukraine (SBU) have struck a Russian Federal Security Service (FSB) headquarters and destroyed a Pantsir-S1 anti-aircraft missile system in temporarily occupied Kherson region, according to a statement by Ukrainian President Volodymyr Zelenskyy on May 21.
Highlighting the effectiveness of the SBU’s Special Operations Center “A,” Zelenskyy noted that this single operation resulted in approximately 100 Russian military casualties, including both killed and wounded personnel.

“The Russians must feel that they need to end this war of theirs,” the President stated. He reiterated that Ukraine’s “medium- and long-range sanctions"—a phrase he frequently uses to describe precision strikes against deep Russian military and logistical assets—will continue to operate and expand.
These “medium-range sanctions” increasingly rely on a rapidly expanding class of offensive UAVs aimed directly at the enemy’s operational rear. According to recent reports, Ukraine’s “Middle Strike” drones—fixed-wing systems operating at distances of 50 to 200 kilometers—are wiping out Russian supply chains, ammunition depots, and high-value air defense networks just like the destroyed Pantsir-S1.

Filling the gap between tactical frontline FPVs and long-range strategic platforms, these mid-range operations are turning previously safe territories, temporarily occupied by Russia, into highly contested zones. By also targeting logistics hubs, Ukraine is forcing Russian commanders to pull their heavy equipment further from the line of contact, severely degrading Moscow’s ability to resupply its forces and sustain frontline assaults.
This recent operation aligns with the strategic directive recently outlined by the Ukrainian leadership. Zelenskyy had recently convened a high-level meeting with top military and intelligence commanders—including the heads of the SBU, the Main Intelligence Directorate (HUR), and the Armed Forces General Staff—to coordinate the next wave of deep strikes against Russian assets.

Describing these operations as kinetic “long-range sanctions,” Zelenskyy emphasized that Ukraine will systematically target the logistical and financial backbone of the Russian invasion, specifically prioritizing military production facilities, the oil industry, and individuals involved in war crimes.
Praising the coordination among Ukraine’s defense structures, the president warned that every Russian attack on Ukrainian soil would continue to be met with a tangible, deep-strike response.
