Tusk said that talks held overnight with European leaders underscored the risk that Ukraine and the West could lose their position if Russia manages to drive a wedge between them and set the terms of a peace settlement.

“A success is the declaration of US participation in security guarantees. But we are still far from the final talks,” the prime minister said.

Just a day earlier, Ukrainian President Volodymyr Zelenskyy said that a proposed 20-point peace plan is “90% agreed” after senior-level discussions with US President Donald Trump, while underscoring that Ukraine’s stance on territorial integrity remains firm. He described the territory as “the land of our nation” and cautioned that any referendum on the matter cannot be hurried or held amid ongoing hostilities.

Following talks at Mar-a-Lago, Zelenskyy said Ukrainian and American negotiating teams had reviewed “all aspects of the peace framework” and found common ground on most provisions of the 20-point proposal. He made the remarks during a joint press conference with Trump on December 29.

“We agreed that security guarantees are a key milestone in achieving lasting peace and our teams will continue working on all aspects,” Zelenskyy said, reiterating that the document is “90% agreed.”

Previously, Volodymyr Zelenskyy said he raised the idea of providing Ukraine with US security guarantees lasting 30 to 50 years during his talks with US President Donald Trump.
